1- "A Legacy Written In Quicksand."- Santos struggles to get his education plan approved by the House, facing both Democratic and Republican opposition; he uses Vinick as a bargaining chip for on-the-fence Republicans by saying that Santos will drop the issue of parental consent in teenage mother abortion, infuriating Helen and Amy Gardner. Sam and Josh have lunch on the hill with a Republic senator who is giving them a hard time on the tax plan.

2- "Hail to the Chiefs."- Helen comes under fire by the press, her staff, and her own husband when she makes a statement on the President's behalf without his approval on gun control; Sam and Josh play spin control; Vinick meets with former President Josiah Bartlet to discuss the mess he has embroiled Santos in regarding Kazakhstan.

3- "Welcome Back."- Josh begs the President to let Toby Ziegler come on board as Press Secretary following a disastrous first couple of weeks with Santos' own appointed press secretary; Lou reaches out to an old friend in the House to help get the Education plan passed through, but she must cave in on a couple other crucial issues to the administration. Annabeth and Donna have communication issues with the first lady, still trying to figure out her place in the administration.

4- "The Precipice of Doubt."- Santos has reservations about Sam's plan to introduce fair trade measures to the dialogue in Santos' plan for America; Bartlet pleads with Josh to reconsider giving Toby the press secretary job, but he tells his old boss that it's the smartest thing to do politically for Santos despite the enmity he may face. Helen asks Annabeth to draft a statement on cyberbullying she wishes to send to the nation, infuriated at a news report of a 12 year old being taunted to kill himself via webcam. Josh feels that the first lady lacks the poise at the moment to get her point across in a manner worthy of the First Lady.

5- "Second First Day."- Josh, Sam, and Lou work spin control as Santos announces Toby Ziegler's appointment; Toby finds it hard re-adjusting to life in the White House, and has a tense reunion with Sam who is ashamed of his former actions. Santos has a tense Situation Room briefing on Kazakhstan, where a separatist Chinese movement has slaughtered
hundreds of Americans and Russians. He makes a phone call to Bartlet to seek his advice on whether to take a diplomatic stance or more of a forceful stance.

6- "Strike Back."- After a phone call with the Chinese prime minister which gets him nowhere, Santos calls in McNally and the rest of his National Security team to discuss options; Toby has to delicately navigate questions of his personal life and the crisis in a tense briefing; Sam begins work on a healthcare plan which will cost a considerable amount more for upper middle class than lower middle class families, which incurs the wrath of many Republicans. Santos sends Vinick in to ameliorate Santos' critics, especially at this point of crisis.

7- "Ceasefire."- After Santos orders an ambush on the separatist forces, it is revealed that at least five of the people killed were innocents, prompting Santos to make a deal with the separatists which will end the bloodshed--- much to almost his entire staff's, and Former President Bartlet's, dismay.

8- "Courage Under Fire."- Josh is livid with Matt at his decision to appease known terrorists, coming to a head when a separate dialogue with Congress about gun control is in progress; Ronna informs Santos that a school shooting connected with the separatists has claimed 19 lives. He goes on the air and calls out the Chinese government for not apprehending these terrorists; he announces that if the Chinese government does not apprehend these terrorists within 48 hours, the United States will be left with no option but to go to war.

9- "Fitted to the Times We Live In."- As World War III looms, Sam and Toby play damage control as Josh and the President schedule meetings with key government officials from major world playing countries. One Russian official will speak to no one except former President Josiah Bartlet. Vinick makes appeals to his friends in the NSC.

10- "A Dangerous Precedent."- President Santos and Helen appear at a PETA rally, but it appears that the first lady is wearing a wool coat, causing a publicity nightmare for Annabeth; Josh and Sam decide to bring on C.J. as a special consultant in the midst of the Chinese crisis. Toby and C.J. quickly pick up where they left off, arguing over one another's presence in the White House during this tragedy. Danny Concannon goes to Toby with a story that Santos' healthcare plan is misleading to the American public.

11- "Radicals."- A radical Republican senator with an axe to grind begins to find favor with Democratic senators regarding Santos' stimulus plan; the Santos kids keep fielding questions at school regarding their dads' inability to decide how to react to the escalating conflict in Kazakhstan. Santos ends his day on a solemn note, sitting in the Presidential library reading "The Art of War," before placing a call to former President Bartlet asking him to come on as a head counselor of foreign affairs in his administration.
