David Banner took a severe overdose of Gamma Radiation and to all sciences, there is no way to reverse that. Once it's in your system, you can't get it out. There was only one way he could have controlled the creature, and that was total isolation where there was no possibility of getting angry. Now I admit there was his dreams for which he would get angry and hulk up. But if he was isolated, he couldn't have done any damage to anything.

That's no way to live though so I think that's why he kept looking for a cure. And while The Hulk would break things, he never hurt an innocent person. the ones he went after, deserved it.

I love this show I can watch it everyday I felt bad for him imagine having to deal with that forever.
