Seriously, we're supposed to believe he was the best tool salesman ever, and that he's knowledgeable and competent enough to host his own home repair show for years, yet all we see is a moron who can't do the most basic repair without nearly killing himself, his friends, and his family.

i don't think that the characters are anything alike - other than the fact that they are both males with an indeterminate amount of kids and body hair and apparently somehow end up on TV on their shows.

Not even close. The Office was funny for a while, Home Improvement was merely tedious.
