Rider Strong claimed (http://www.vanityfair.com/online/oscars/2011/05/25-questions-for-boy-meets-worlds-rider-strong) that Mr. Williams along w/ Mr. Turner for that matter, was added because the network felt that they needed to ape on the success of Friends. What I mean is that there had to be "attractive 20 somethings" w/ their own issues (even though BMW already had Mr. Feeny, Alan and Amy as the resident "adult figures").

That's weird and here I thought BMW was centered around Cory and his friends.

it was centered around them
however Mr. Turner became a key character around season 3. rightfully so, dude was funny and took Shawn in.

Mr. Williams was in hindsight, a pretty pointless character. We already had Mr. Turner as the resident "young, cool teacher" to counterbalance Mr. Feeny.
Eli (Mr. Williams), was better performed than he was written. It was like Mr. Turner and Shawn got a spin-off without taking them off the show. It was too separate from Cory beyond just being the B-plot.
