Ok, I'm thinking of lifting some light weights, but I'm not really wanting to build muscle or size, I'm wanting to do it more for the purpose of burning calories, so tell me, are FAST reps better for that purpose?
Someone reccomended that I lift maybe 3 lbs weigths really fast and that is good for burning calories, toning a little and not building size,
Does that sound right?? For anyone who knows.

Nah, you don't want to do it that way. Have you worked out (did physical fitness) before? It's never recommended to "go fast", your body has to adjust to what you're doing to it.
You could over-work yourself and possibly faint.
I'd say the #1 way to burn calories is to use the treadmill and/or jog.
Other great ways to burn off calories are to use a bike (exercise or real one), go swimming, punching bags...

I recommend to be a member of a gym, I go to fitworks at least once a week. I'm informed to eat something before working out because if you don't eat, you burn muscle not fat and fatigue comes by faster without food...this is why crash diets don't work.

I belong to a gym too.
The YMCA has great facilities for those who cannot afford gym memberships.

I dont feel lifting does much calorie burning. I use a calorie counter app and the only way my fiance or I burn is by cardio.
