That's actually not a glitch, believe it or not: some people have it set that way in their privacy settings for one reason or another.

A deceased friend's mother had accidentally set her Facebook settings up that way, and I talked her through fixing it a few weeks after her son passed away. People were trying to post their condolences on her timeline, but were unable to. I'd be willing to bet it's not uncommon to inadvertently block anyone from posting to your timeline.
