I think Jerry and Elaine from Seinfeld is my number 1. Theres really not to many of these. A lot of times, at least to my knowledge, a lot of friends hook up or date.

Jack/Liz for sure. The ultimate platonic TV friendship. Mary/Lou too.

Also: Leslie/Ron on Parks & Rec.

I'd agree with Buddy and Sally as my favorite.

I'd also mention the Colonel Potter/Margaret Houlihan relationship on MASH. I enjoyed the father-daughter kind of relationship they had with one another as the series progressed.

This is a kind of tricky one because so many male and female friendships do lead to romance on TV.... but here are a few favorites for me:

Zack and Nikki on "Good Morning, Miss Bliss"
Zack and Jessie on "Saved By The Bell"
(I could also add Zack and Lisa on "Saved By The Bell", but they did have a brief romantic relationship- of course, so did Zack and Jessie, or at least they very briefly explored the possibility in one episode. And of course, to some degree, Zack, Slater and Screech were all friends with Kelly, Jessie and Lisa and vice versa. But Screech and Kelly briefly sort of had a thing going in one episode and Screech certainly pined after Lisa and did get to date her at one point- they went to the Senior Prom together. I don't think Screech and Jessie ever had any romantic relationship though. And Slater certainly had romantic interests in Kelly and obviously had a dating relationship with Jessie- I don't know that he ever went out with Lisa though.)
So to sum up- the whole gang on "Saved By the Bell". (And the gang on "Saved By the Bell: The College Years" [particularly Leslie and Screech and Alex and Screech] and "Saved By the Bell: The New Class". [Bobby and Megan particularly, though they sort of had a Lisa/Screech type relationship. Eric and Katie in later seasons. And Ryan and Maria too.])
And the whole Riverdale gang on "The Archie Show" (and its various iterations) and "The New Archies". (particularly Jughead and Betty.)

Jack and Janet on "Three's Company"
Jack and Chrissy on "Three's Company" (and Jack and Cindy and Jack and Terri)
Teddy and Michelle on "Full House"
Aaron and Michelle (to a lesser degree) on "Full House"
Danny and Becky on "Full House"
Joey and Becky on "Full House"

Austin and Ally on "Austin & Ally" (though this has recently changed to a romantic relationship...in earlier episodes they made clear that they were just friends though. I would also say I love Dez and Trish's friendship too- it's kinda reminiscent of Screech and Lisa's friendship on "Saved By The Bell", except that Dez doesn't actively try to woo Trish- though it does seem like such a romance has been hinted at at times.)

Huey, Dewey and Louie and Webby on "DuckTales" (though they pretty much treat Webby like a sister)

Spider-Man, Iceman and Firestar on "Spider-Man and his Amazing Friends":)

Superman, Batman, Robin, Wonder Woman, Aquaman, Marvin, Wendy, Wonder Dog, the Wonder Twins, Gleek and all the other superheroes on "Super Friends":)

Shawn and Topanga on "Boy Meets World"
Eric, Jack and Rachel on "Boy Meets World"

MacGyver and Penny Parker on "MacGyver"

Bert and Ralph and Melissa on "The Raccoons"

Grover and Betty Lou on "Sesame Street"
Elmo and Abby Cadabby on "Sesame Street"
Elmo and Zoe on "Sesame Street"

Gonzo and Miss Piggy on "The Muppet Show" (there was a bit of a lopsided unrequited love thing going on there though- always funny to watch.)

Nancy Drew and Frank and Joe Hardy on "The Hardy Boys/Nancy Drew Mysteries" (okay- well, Nancy and Joe, I guess- there was definitely a budding romance with Nancy and Frank- though in the books they both have other relationships- Frank has his girlfriend Callie Shaw and Nancy has her boyfriend Ned Nickerson- so it's not canon per se, but some books certainly do push the Nancy/Frank thing too, even though they still realize that they already love other people)

Gary Hobson and Marissa Clark on "Early Edition"
Chuck Fishman and Marissa Clark on "Early Edition"

Skippy and Mallory on "Family Ties" (though yeah, I know- Skippy has a long unrequited crush on Mallory- still, their relationship is fun and funny to watch)

Steve and Laura on "Family Matters" (same deal, though in Steve's case, he actually finally does win over Laura)

Amy Allen and Hannibal, Face, Murdock and B.A. on "The A-Team"

Michael Knight and Bonnie Barstow on "Knight Rider" (though they sort of had a romantic relationship going, but pretty much remained platonic)

Chip and Dale and Zipper and Monty and Gadget on "Chip 'N' Dale: Rescue Rangers" (though Chip and Dale both definitely had romantic interests in Gadget.)

Laverne & Shirley and Lenny & Squiggy on "Laverne & Shirley" (to some degree, Laverne and Shirley and Carmine- though Carmine and Shirley definitely had a romantic relationship, but it was never really going steady for either of them- in fact, Laverne and Carmine went out and had a thing going for a bit too, for that matter...)

Mork & Mindy on "Mork & Mindy" (though this later did eventually turn to love and they got married)

ALF and Lynn on "ALF"
ALF and Kate on "ALF" (and ALF and Dorothy's relationship was funny too. Oh, and I can't forget ALF and Jodi.)

Encyclopedia Brown and Sally Kimball on "Encyclopedia Brown"

Rudy and Kenny[i.e. "Bud"] on "The Cosby Show"
Rudy and Peter on "The Cosby Show"

Walter and Lillian on "Charles in Charge"

Tony and Mona on "Who's The Boss?" (I would say Tony and Angela but they definitely had a romantic thing going throughout the series)

Winnie and Paul on "The Wonder Years"

Mary and Lou; Mary and Ted; Mary and Murray on "The Mary Tyler Moore Show"

Louise and Tom; Florence and George; George and Helen on "The Jeffersons"

Tom, Nicky, Beth and Jamie Jaren on "Lazer Tag Academy" (okay- they were cousins, but still friends too.)

Julian, Dick, Anne, George and Timmy on "The Famous Five" (same deal.)

Kidd, Carla, Whiz and Ash on "Kidd Video"

Brett, Alex and Pattie on "Turbo Teen"

Jean-Luc Picard and Beverly Crusher on "Star Trek: The Next Generation" (they hinted at a romantic relationship but never really acted on it much in the series until later on- and it was finally realized in the books. Similar situation for Will Riker and Deanna Troi- though they were Imzadi and eventually got married in "Star Trek: Nemesis". I would also list Worf and Troi, but they sort of had a thing going too at one point. Data and Tasha just because "The Naked Now" episode "never happened", according to Tasha. Also, Picard and Guinan had a special friendship too.)

Jeannie and Major Roger Healey on "I Dream of Jeannie"

Lucy and Fred; Ricky and Ethel on "I Love Lucy"
(Ralph and Trixie and Ed and Alice had a similar kind of relationship on "The Honeymooners".)
(Fred and Betty and Barney and Wilma had similar relationships on "The Flintstones" as well.)

Gilligan and Ginger; Gilligan and Mary Ann on "Gilligan's Island"
(And the rest of the castaways, of course- Skipper, Professor, Mr. and Mrs. Howell- they were all friends and a family of sorts.)

Buster and Babs Bunny on "Tiny Toon Adventures"

Charlie Brown and Peppermint Patty on "The Charlie Brown and Snoopy Show" (though Patty definitely has a thing for Chuck)

Sheldon and Penny on "The Big Bang Theory"
(I would also say Sheldon and Amy but from what I hear, that relationship is supposed to be slowly moving to romance)

Vinnie and Wanda on "Doogie Howser, M.D."

Lois and Jimmy on "Lois & Clark: The New Adventures of Superman"

The Sweathogs[Vinnie, Epstein, Washington and Horshack- and Beau from later seasons] and Julie Kotter on "Welcome Back, Kotter" (they have sort of a Class Mom kind of relationship with her)

Lizzie and Gordo on "Lizzie McGuire" (though that relationship did slowly move to romance by "The Lizzie McGuire Movie")
Gordo and Miranda on "Lizzie McGuire"

Henrietta and X the Owl on "Mister Roger's Neighborhood"

Joe, David and Samantha on "Wishbone"

Jamal, Gaby, Alex, Tina, Rob and Lenni (later Hector and Casey) on "Ghostwriter" (though I think Alex and Tina had a thing going for a while)

Kwame, Wheeler, Mati, Linka, Gi, Gaia and Captain Planet on "Captain Planet"

Fred, Daphne, Shaggy, Velma and Scooby-Doo on "Scooby-Doo, Where Are You?" (though later series definitely pushed the Fred and Daphne romance and a Shaggy and Velma romance as well, at least on "Scooby-Doo! Mystery Incorporated")

the IHP class on "Head of the Class" [particularly Darlene and Alan's relationship was funny to watch]

Smurfette and the entire Smurfs village on "The Smurfs" (okay- I imagine there may have been some romantic intimations at some point-lol- but never shown on the cartoon)

Anthony and Mary Jo, Charlene, Julia, Suzanne, Carlene, Allison, B.J., and Bernice on "Designing Women"

Elaine and Alex, Tony, Jeff, Bobby, Rev. Jim and Latka on "Taxi"

Dennis and Gina on "Dennis The Menace"
