It's always been a nickname for Washington, DC. I don't know where it originated from, but Parliament-Funkadelic had a big hit in the 70's with a song called "Chocolate City" and it was about DC. The song was about DC being the most populated African-American city in the country. That's where I first heard the phrase when that song was popular.

Well, I don't think it's stupid. It's a hip nickname, and acceptable by a black person. Imagine if a white person came up with that name. It wouldn't be acceptable.
