Best

ABC
Happy Days
Three's Company
Roseanne
Boy Meets World
The Middle
Modern Family
Happy Endings

CBS
I Love Lucy
All in the Family
The Mary Tyler Moore Show
The Dick Van Dyke Show
Everybody Loves Raymond
How I Met Your Mother

CW/UPN/WB
Uhh...I don't think they've ever had any sitcoms I'd call "great".

NBC
Cheers
The Cosby Show
Seinfeld
Scrubs
The Office
30 Rock
Parks & Recreation
Community

FOX
The Simpsons
Married with Children
Futurama
Arrested Development
New Girl

So basically, CBS used to be king, but has fallen off quite a bit. NBC & ABC have been pretty consistent through-out the years. FOX isn't doing too badly for having a later start than the other networks, and I'd argue a lot of their shows rank among the best of all-time (Simpsons and AD specifically).

Worst

CBS
Yes, Dear
Two and a Half Men
S**t My Dad Says
Rob

ABC
The Flying Nun
Family Matters
Full House
Cavemen
Work It

CW/WB/UPN
Homebodys in Outer Space
The Help

NBC
Saved by the Bell
Outsourced
Are You There, Chelsea?

FOX
That 70s Show
I Hate My Teenage Daughter
Breaking In

Pretty much all of CBS's current fare qualifies, but I went with the worst of the worst. I'm sure there are many, many terrible short-lived sitcoms from yesteryear that I know nothing about that qualify, but I'm familiar with the stinkers of recent years so that's why this list is mostly full of them.

I know that Best and Worst of anything is highly subjective and hinges on one's personal taste, and I mean no disrespect or rudeness, but you've got to be kidding me with some of these, right? This has to be a joke.
