His name is "Chico" which means boy and it's referred to as "he" & "him" but Julio mentions having goat's milk and using it to make cheese and even offering Fred some as payment. Are we to believe Julio milked a boy goat or was there a female counterpart that never got out to wander?

As far as I know only female goats give milk. I think Julio getting milk from his male goat Chico is one of those continuity errors of the show. There are lots of such errors discussed in other threads.
