Just watched that scene. Janet does not get in line, if you watch she's basically getting moved back by the guys getting in line for Terry, and you can see by Janet's reaction that she's trying to say something to all of them, and not Terry specifically and is being ignored.

You forgot to mention the bank manager and Mr. Furley as well who also got in line. So five men got in line to try to explain to Terri what's going on so that she could kiss them.

You can decide for yourself as to whether Janet was lining up to be kissed by Terri or if she was just trying to diffuse the situation. I'd say she was trying to diffuse the situation.
