Both. For the most part there was a live studio audience but Max Gail said sometimes filming would go very late into the night and so they'd send the audience home and use a laugh track. If you listen carefully to the end credits you can often hear Hal Linden's voice say "Barney Miller was filmed in front of a live studio audience."
