Yeah, I'd say "both" is a good answer. Also, "Get Smart" was a pretty popular show at the time, and GS was itself a spoof of the James Bond franchise.
By using such phrases as "sorry about that", they certainly weren't trying to hide the fact that it was a salute to GS.
I liked that episode. And I think it turned out to be a very good idea to take the Maxwell Smart character and place him back in the Old West. I think it worked pretty well, with the "gadgets" and disguises used by "B-Wise"
Heck, even the name "B-Wise" was a take-off on "Maxwell Smart"
