It's a case about a sudden explosion or fire that happened on a city street or neighborhood. A witness sees a man who is walking in a fast manner away from the scene among a huge crowd; the man is seen taking a wig off and discarding it. Then the witness tails the suspect for a short distance until he gets into a pickup truck which the witness takes note of it's license plate and description, calls the police at a nearby payphone. The suspect was never caught as far as I can tell; although his family members may have testified that he had military aspirations, or wanted to be a mercenary of some kind.

Are you sure it was on UM? On their wikia none of the arson files match up
