Why did NBC go on a cancellation binge in the spring on 2000? Did they do it to make room for new shows?

Why did they cancel popular shows like:
Jesse(#15 in the nielsen rankings)
Stark Raving Mad(#18 in the nielsen rankings)
Suddenly Susan
Veronica's Closet

I can't understand the cancellation of Jesse at all? Why would you cancel a show ranked #15? Daddio was its summer replacement and didn't do nearly as good. I think NBC was really stupoid about that. At least the shows that replaced it didn't do as well, so NBC felt stupid.

Also, does anyone have a complete list of all of the shows that NBC cancelled during the 1999-2000 season? If you do, please post it. Thanks in advance.

Well first of all, Veronicas Closet and Suddenly Susan had both dropped off the radar in terms of quality and ratings, Veronica's was just horrible at the end and Susan was on it's way to being unwatchable, and there is just no excuse for jesse and raving mad.
