I know it was a spin off technically, but do you think Balki should've turned up at least once or twice on Family Matters? When watching this show, do you even think about Perfect Strangers in any way? If no, is that a good thing?

Technically it is, like you say. But really they only spun-off Harriet Winslow and this show became all about Urkel which is why we all probably don't think of it as really much of a spin-off because so little focus was placed on Harriet and there wasn't any crossover episode or connection established between the two.

Yes He was . He appeared not long before Family Matters aired.
Also I think on the second episode of FM, Harriet got fired from the newspaper so there wasn't much chance for Larry and Balki to appear.

Now I don't know about you guys, but I think Urkel and Balki would've been good friends since both of them knew the Winslows pretty well if a crossover episode had happened. But I digress.
