And here's PROOF: Fast forward 8 minutes into this clip from a made-for-TV movie Candace made in 1995, aged 20, soon after the cancellation of "Full House."
The name of the movie is "No One Would Tell," and 8 1/2 minutes into this YouTube clip, you'll see Candace TOTALLY NAKED.

On a related note: when her big brother, Kirk, was 21 in 1990, he did a nude scene on an episode of "Growing Pains" included as the 3rd of 3 parts in the "Let's Go Europe" episode in a scene where he and Heather Langenkamp, playing a character named Amy, are shown in nothing but a towel after frolicking fully-clothed in a towel, with the scene set in Spain but actually shot in California on Catalina Island, off the California coast.
