Do you think that when on Happy Days, and Ralph would tell a joke, and someone laughs, do you think he was maknig them break character and the editors never caught it or it was in the script that they were supposed to laugh?

I'm sure it was in the script. At least, for the person Ralph was talking directly to. Maybe the background characters broke character to laugh, though. Makes you wonder.
