Phyllis just ran the building, the real owner was her never-seen husband, Lars.

I loved that apartment, I didn't like it when Mary moved. Although by then, we had lost Rhoda and Phyllis, so the show wasn't as good to me overall, although there were some classic moments in those years as well.

Lars and Phyllis managed the building to get a break on rent. The owner was never mentioned. There is an episode where Mary, Rhoda and Phyllis are talking and Mary and Rhoda mention L & P Management and how they could never get them to fix anything. They realize L and P stands for Lars and Phyllis and Phyllis says it saves on rent. Neither owned the building.

Lars and Phyllis were in a real mess finically,its discussed in season five on "Phyllis Whips Inflation".

In the Phyllis pilot,Phyllis tells her insurance broker(who tells her Lars didn't keep up the premuims on his life policy)that she has nothing left.
