I'm looking for a case about a Hispanic or white man man that would sneak up on female joggers in an unpopulated area and rape them. I think two of his victims were strangled to death. At one point he stopped doing it, They suspected he was either dead, he moved or he was in prison? The rapes would start up again four years later.

That sounds like Buffalo's Bike Path Rapist. UM covered the case sometime in the mid-90s.

He was caught. His name is Altemio Sanchez and he was sentenced to 75 years to life in New York's Clinton Correctional Facility in August 2007.
I remember watching the original broadcast of this segment as a kid and being totally freaked out by those composite sketches.
EDIT: Allow me to clarify that the length of the sentence is due to the fact that Sanchez murdered three of the known fourteen women he raped, and murder is the crime for which he was tried.
