In the comic strips, Jeff was abused by A. Mutt in Mutt & Jeff, especially in the early years. There were also animated cartoons produced, so I think Jeff qualifies.

I was also going to mention Wile E. Coyote, but most of time it's his own traps who cause him trouble.
