Off the top of my head:
*Firing Ron Jones as composer and replacing him with Dennis McCarthy. This is why the later seasons of TNG and in the subsequent Trek shows have bland, elevator music.

*Firing Ed Brown as cinematographer and replacing him with Marvin Rush.

*Trying to run Voyager and Enterprise (the first two seasons) in the TNG model (although it's debatable that it was really UPN's fault for playing things too safely). This means, for the most part, that things have to be very episodic, recycled plots if necessary, and little conflict between the crew (or at least conflict that can be resolved by that end of the episode).

*The series finale of Enterprise.

*Kirk's "second" death in Generations.

*Hiring Stuart Baird to direct Nemesis (you can argue that that had more to do with Paramount than Berman himself).

*Junking Michael Piller's original outline for Insurrection (which was considerably darker and more ambitious than the end result, which many people write off as a glorified two-part TNG episode).
