Flo did actually have a past with him. It was hinted in the series, but definitely acknowledged in the movie.

I don't think Mel and Flo would have worked out. Flo was too much of a partier and Mel liked to just sit in front of the TV with a 6-back a lot, and Flo liked to be where the action was. That was the main problem when they had a brief relationship.

Belle seemed to be more compatable with Mel.
