In the episode where the house gets burglarized, there is a scene, shot on location, in a parking garage, where Rose is running from the attendant, thinking she's about to be mugged. Is this the only time they shot a scene on location? Kind of strange if it is.
Also, I noticed the cars all seemed to have Florida license plates.

That because the show sets in Miami Florida. They live in Miami.

Well I know that, but wasn't the show filmed in California? I wonder if Betty White was in a parking garage in Miami for that scene. Anyways its kind of weird that's the only time they shot any of the characters on location during the whole series.

I agree marky - I've always thought the same thing. There is something 'odd' about the whole scene, as well - like it didn't belong in the show for some reason (I think the technical aspects of it is what throws it off from the rest of the scenes).

The cars having Florida license plates makes perfect sense. The show takes place in Florida. It doesn't matter where it is filmed. The producers have to be aware of continuity and things of that sort. Even though as we know in editing sometimes that didn't happen.
That garage (although maybe a real garage) was used by the show, so it had to be set up with cars that had Florida plates. Otherwise someone on the show wouldn't be doing their job!!!!!!!
As for Rose confronting the parking attendant. The show let us know that Rose was terrified of being robbed and when she was feeling threatened and alone, she got the courage to react....The moral to the story!!!
Every once in a while they showed episodes with stories that may have been out of character. Aterfall it was Rose who was affected by the HIV issue. Good thinking on the writers' part, I think.
