You are correct... Actress Ruth Cohen, who played Cashier Ruthie Cohen, appeared in more eps than anyone other than our four heroes.

I was on Wiki, reading about Seinfeld, one link led to another, and I came across the article on Ruth Cohen herself, and that's where I saw the info.

She passed away in 2008 at age 78. She didn't originally have a character name, but they eventually referred to her character by her real name.
