I believe these shows had the most:

The Joey Bishop Show (124 episodes)

Jake and the Fatman (106 episodes)

The Nurses (98 episodes)

Only Joey Bishop reran but that was on TV Land 30 years after it went off the air but that doesn't really count as syndication.

Well it was in syndication. It doesn't matter how long after. I know Jake and the Fatman aired on some local PAX stations a few years ago.

Syndication is a show sold or offered to stations around the country. An exclusive deal for a cable network run does not constitute syndication.

Since when? I guess we can say that Major Dad and Wings were never syndicated then since they only aired on USA Network. I guess Two Guys and a Girl was never syndicated either because they only reran on cable. I'm sure you can go back within the last decade and find lots of shows that only reran on cable. I guess more shows than I thought were never syndicated.
