I'm thinking it was because she looked too young to fight with Laura while the next Judy was a lot closer in age to Laura. The First Judy looked like she was 6 years old which was too young to have fights with a 13 year old.

I think it's because she didn't look like Carl or Harriette. She looked more like Rachel, she was light skinned and had brown hair while everyone else was dark skinned with black hair, and so was the second Judy.
