The chant is "schlemiel, schlamazel, Hassenpfeffer Incorporated". It's really just a nonsense chant. Something kids would say while playing hopscotch or jumping rope.
Schlemiel is a yiddish word meaning "habitual bungler". Schlamazel is a yiddish word meaning "born loser". Another words a schlemiel is always spilling his soup and a schlamazel is the one it's always being spilled on. You might say this describes the relationship between Laverne and Shirley.
