You're right, It's not the pilot. The pilot episode for The Twilight Zone was "Where is Everybody" which originally aired on 10-02-1959. "The Time Element" aired on Desilu Playhouse and was written by Rod Serling but that's the only connection between it and The Twilight Zone.

"Time Element" was originally supposed to be the pilot for Twilight Zone, but was shelved by the network. It eventually found its way on tv as an episode of Desilu Playhouse. A second pilot was a story about people being euthanized when they reach a certain age, but that too was also not approved. The Third pilot, "Where is Everybody" was approved.
