Not necessarily.

Many criminals have managed to hide out indefinitely without being killed.

Most likely he's out of the country somewhere living under an alias. His mobster connections might even be helping him hide out.

Keep in mind that being a criminal Michael has most likely being prepared to lam it in case things got hectic. He probably came up with his exit strategy years before hs disappearance. Had money hiding in a safe place and already knew what to do about his family. He probably even had several safe houses.
