That's from a Star Trek Tribute Special that aired on UPN a while back.

From what I remember, Kelsey Grammer was supposed to play the Captain in that sketch, but had to bow out at the last minute (I think it had something to do with one of his run-ins with the law, but i could be mistaken) and Kate Mulgrew stepped in.
