I don't remember. Maybe in April or June 2008? I sure wish they'd put it back on. Or that TV Land would pick it up. :( I used to look forward to watching Amen and Alice.

I have decided that my answer to "when did such-and-such a cable channel stop rerunning any TV show" is:
Not soon enough.
I believe it's time for TV stations to have some rights to rerun TV shows now. I don't mean these cable channels that operate as a "network" on some TV stations. I mean TV stations, independently, should have free reign on what shows they can rerun. If good ol' channel 56 in Weehauken or whatever gets to rerun a show, and then makes a goofbag decision to mutilate the show like a cable channel does, the concerns from the public in that local area are more likely to be listened-to.
This practice where a cable channel buys up exclusive rights to rerun shows, keeping them from being on TV stations, should stop. I believe one day, it will stop. It will be regulation or lawsuits, but somehow, this will stop.

Hoping someday for the return of "Alice" and "Jeffersons" reruns on channel 19 in my area...

Kinda confused here, not sure where you got your information, but studio's have the right to license their properties to many cable stations at once, they may have timeslot restrictions, which make sense....but they also have broadcast agreements and nothing is stopping them except if a cable station gives the studio distributor enough $$$ to make it profitable enough to keep it off broadcast TV.....ION is a broadcast group of channels, so Alice was actually running on local broadcast TV, if WB agreed or TV Land was interested WB could have sold Alice to them as well, but just limited to what daypart it could run in. That's why Family Feud, Married With Children, Mash, and countless others run on multiple channels.

my best to you....

Just Glad, even though they were heavily edited that I recorded over 100 Alice episodes, including all the holiday ones, because I'm afraid it will never return or be released on DVD.

ION is a broadcast group of channels, so Alice was actually running on local broadcast TV
All this means is that however ION mutilated the show, that's the same way it went on so-many broadcast stations. If local stations, individually, had the rights to rerun shows on their own terms, we wouldn't have this situation.
(OK, I know that's "arguable", but I'm pretty sure a TV station wouldn't have the heart to do what ION does to these shows.)
