At this point, you could argue that the Powell kids were really starting to get to old to plausibly need a baby-sitter. Charles' continued presence in the Powell household really never made much sense considering that Grandpa Walter was also in the house to also help keep an eye on the kids.

It was also around this time that Mrs. Powell pretty much stopped appearing (https://web.archive.org/web/20140407133042/http://forums.televisionwithoutpity.com/topic/3122609-charles-in-charge/page-3#entry12921215) on the show without much of a word regarding her exact whereabouts. Plus, Charles' mom, Lillian opens the Yesterday Café (https://charles.fandom.com/wiki/Yesterday_Cafe_(episode)) for no apparent reason other than she's "tired of" the pizza place she just bought the previous year. Keep in mind that we're supposed to assume that Lilian solely moved to be near her son, who himself, is expected to graduate and leave in a very short while.

It was also by this time that Flanderization (https://tvtropes.org/pmwiki/pmwiki.php/Main/Flanderization) truly hit Buddy hard (https://tvtropes.org/pmwiki/pmwiki.php/Series/CharlesInCharge) as his goofiness turned into downright stupidity. And then there was the addition of Anthony, who was apparently, a long-lost orphan cousin of Charles'?
