I think Lowell was actually smarter than the average TV stupid guy (or gal). Some idiot characters wear thin after awhile and become one-joke and cartoonish, but not Lowell. He was adept at his job and had his moments of brilliance. He also proved on two different occasions to be the only one at the airport who could handle a crisis.

Some classic Lowell moments:

Answering every Trivial Pursuit classic with "Ann-Margaret"
Getting high on NyQuil. "Help me with the bats, Joe."
Eating toadstools. "Can someone give me a hand? I seem to have dropped my fingers."
Getting hypnotized by Brian. "Once when I was out of underwear..."
Singing Christmas carols. "Walking in my winter underwear."

Lowell is my favorite character.

One of my favorite jokes...

From the episode "This Old House"

Helen: We spent all day going up and down suicide point.

Lowell: I'll never forget that day. They can't take childhood memories like that away from you.

Helen: Lowell, you weren't there. We didn't even know you then.

Lowell: I guess they CAN take childhood memories like that away from you.

I also liked when Lowell wanted Joe to evaluate him and when Joe said he was a little slow with the paper work, Lowell got all ticked off and stormed out.

From what I've read, the producers created the role specifically for Thomas Haden Church, after his appearance in an episode of "Cheers."

I can't remember the episode, or the circumstances, but Roy was playing a joke on someone about his plane and Lowell was ON it. Came out of the hanger and said something like "STILL much danger Roy!"

My all time favorite Lowell moment has got to be in Murder She Roast when he pitches the "carbeque" to Roy. I've must have seen that episode like 20 times and I laugh out loud everytime when I hear his sales pitch.
