One person I definitely think should have won was the late Stanley Kammel for Monk. Also Ted Levine for Monk.

I agree with your choice of Elizabeth Montgomery (who was nominated five
times). She lost to Mary Tyler Moore, Lucille Ball (twice), and Hope Lange (twice).

It must have been even more discouraging for Hal Linden, who lost seven times (to Jack Albertson, Carroll O'Connor (three times), Richard Mulligan,
Judd Hirsch and Alan Alda).

Great list and I would throw in Larry Hagman too. The whole time he did Dallas he wasnt even nominated.
