The closest thing I can come up with is the "pilot" of The Andy Griffith Show in "Make Room For Daddy" where Andy keeps upping Danny's ticket after Danny shows him that a small fine really isn't going to hurt him because he's got a lot of cash.

It could be "Bailey's Bad Boy" starring Bill Bixby

I can't remember who gave out the ticket in the following, but there was also the Season 2 episode "Andy on Trial," in which a rich publisher has to pay a fine, but tries to gets even with Andy by having an employee (Ruta Lee) pose as a college girl who visits Mayberry. She pretends to be writing a term paper / thesis, and later uses facts she learns from Barney as charges in an inquiry held against Andy's management of the Sheriff's office.

There is no episode where Barney tries to give a speeding ticket with a $100 fine. Andy is the one who sometimes changes the set fines, once the perpetrators come before him as Justice of the Peace.
