Cindy and Sue Ann got so angry, they got into a physical fight over it and started going at it and one of them accidentally hit Blair. I think if I had to guess between Cindy or Sue Ann, I'd blame it on Sue Ann. It's been so long since I've seen the episode, but I think of the two, Sue Ann was the angrier girl.
