There should have been an episode about these guys teaming up after breaking out of jail to get the Drummond family for landing them in jail, and Mr. Horton being the comic relief out of the trio. It could have been like a "Home Alone" type of episode and those guys acting as comedic intruders trying to get into the Drummond residence. Or maybe someone can do a Diff'rent Strokes spoof episode like this.

I've thought the same thing. Actually, the Drummonds had quite a rogue's gallery during the show's run, all of whom have an axe to grind with one or more members of the family. Among the worst offenders, there were:
The landlord from "The New Landlord"
The thieves from "Getting Involved"
The Tarantulas from "The Squealer"
The bank robbers from "The Bank Job"
The guy who tried to take over Drummond's company in "The Accident"
The racist health club owners in "The Health Club"
The bullies from "Crime Story"
The landlord and his son from "Push Comes to Shove"
Mr. Horton from "The Bicycle Man"
The robber from "Rashomon II"
The extortionists from "Mrs. Z"
The kidnapper from "The Hitchhikers"
The drug dealers from "Undercover Lover"
The kidnapper from "Sam's Missing"
The steroid-using football players from "The Front Page"
And, last but not least, the Gooch
That's a pretty mixed bag - kidnappers, sex offenders, robbers, extortionists, gang members, drug dealers, bullies, shady businessmen. I can imagine all of them getting together and forming some type of Drummond Revenge Squad and striking back against the family.

this kind of reminds me of a thread that i made here a few years back under my old sn about the baddest ds villian although i didnt list as many of them as you did . my pick is still mr horton as baddest villan because he was the last one you would suspect would do something like that

There was also Forrest Whitaker as that bully who asked Arnold to babysit his girlfriend in the last season.

Probably a chubby kid that got held back and repeated grades several times until he finally graduated high school at 25, afterwards he didn't go into college and went down a spiral of drugs and alcohol.
Pretty much just a normal special episode of DS.
