Yea on the episode in season 4 when Willis felt he was lossin touch with Harlem and he and Arnold started this thing with Africa and Drummond and Kimberly felt negelated by them and they had a role reversal. In the role reversal Kimberly said it to Arnold

Yes, Mr. D. did say that catchphrase instead of Arnold. In the ep, where he and Willis switched rooms and bunked with Arnold, he said, "Whatcha Talking About, Arnold?" LOL!

In the Adoption Part 1, from Season 2, "Cousin" Jethro said it to Arnold.
