I am trying to remember the name of the guy, who I believe was George's banker and lived in the penthouse of the building. George once watched their dog and I seem to remember it being named Bitsy and jumping over the balcony.

That wasn't his banker--that was the owner of the building--Whittingdale was the name. the name of the dog was Poopsie :D
