Someone else in your city, at one time or another, did something to get banned from there. As IPs have shuffled around, it's now led to *you* getting that IP. It should change in a couple of weeks, and unless the site has blocked everyone from your city on your ISP from accessing the site, then you should get in. If they HAVE blocked your entire city/neighborhood - well, whoever DID get banned must have done something pretty bad, and you're probably not gonna be able to change their minds.
