I would think it would be with your carrier (SBC, Verizon, Vonage ect)

If you mean your IP address, use the link Kazza recommended.

If you mean your ISP, you just need to know your service provider; ex. Comcast (please don't be a Comcast customer), Verizon, Cox, AT&T, etc.

If you're IP address is blocked from that forum, you must have done something wrong in the past.

Your internet service provider uses what's called a "Dynamic IP". That means every so often, it changes. Someone else in your city, at one time or another, did something to get banned from there. As IPs have shuffled around, it's now led to *you* getting that IP. It should change in a couple of weeks, and unless the site has blocked everyone from your city on your ISP from accessing the site, then you should get in. If they HAVE blocked your entire city/neighborhood - well, whoever DID get banned must have done something pretty bad, and you're probably not gonna be able to change their minds. And your ISP won't be of any help.

Yep. Sometimes unplugging your modem for a while can change it if it's a dynamic IP though.
