Because he was way to NERDY, TIMID, and PASSIVE to be a Police Officer-lol I mean his personality didn't even fit the position which means that there must was NO CRIME at all in Pheonix in 1979.
He was not believable as a police officer

You could also make the case that Officer Hoppy (Sanford & Son) was not a very convincing cop. Can you imagine him trying to break up a street fight?? "COLD it!" Smitty: "COOL it!"

I thought Vera was more compatible with Steve Marsh, her former fiance. The actor who played him was Linda Lavin's husband at the time. I understand Linda was upset when he did not get to become Vera's husband on the show. I did like the way Vera's character became more mature and not so dense as in the earlier episodes. I just wish her TV husband and her was more compatible.

He reminded me of thoses cops on Police Academy. But you're right, he was not police material. I guess the producers wanted a guy to match Vera's personality.

I think they had the wrong actor for the part.
