Have their own prison system? Because Control is such a private organization it would be hard to build a case against a K.A.O.S. agent if they where prosecuted in a public court. I guess a knife in the back or a gunshot to the back would prove guilty.;)

I believe CONTROL has some sort of cells at the headquarters, but, whenever they had a show about court convictions, they always were held in the regular court system. The earliest example I can think of is "The day Smart turned Chicken" when KAOS tricks Max into appearing in court in a chicken suit, to try and destroy his credibility in court as a witness.
