If there was any doubt that The TV Joker (Cesar Romero) was reduced to being truly a clown by season three, it's in the infamous episode "Surf's Up! Joker's Under!"
The early Joker episodes painted him as a psychotic, evil menace, but by this point (the third season), the Joker was reduced to wanting to be king of the surf at Gotham Point. Huh???
Still, this episode has some fun moments: O' Hara and Gordon's lame attempt to be hip "beach combers," the surfing scenes (with the reappearance of Batman's famed "shark repellent") and Batman and Robin being attacked with sea urchin spines.
Still, The Joker once had loftier ambitions (taking over Gotham, etc) but now he was just a clown.
