Watching the episode now when Andy went on Vacation and left Barney and Gomer in Charge and Gomer was saying that he felt more comfortable if Andy was down at the Station. Was there a situation before this episode that caused Gomer to View Barney as a Joke and not the way he viewed Andy?

I don't think it was just one situation. I think because when there was any kind of trouble, Barney would overreact and make himself look silly. That's probably why Gomer wasn't able to take him seriously.

Oh ok, Gomer witnessed that on several ocassions which is understandable why he wanted Andy down there. I liked the ending to that episode, Andy realizing that Barney should have took the vacation instead of him because of Barney's inability to run things and causing a mess-lol So as Barney left andy just leaned back and cracked open his book and starting reading-lol

LOL...I don't blame him one bit. Barney being in charge would make me very nervous.

Perhaps it was the time when Barney bought that WWI motorsickle (complete with sidecar) at a war surplus auction, dressed up like "Baron Von Richtofen", then drove through town at all hours like some kind of a nut!

Or maybe it was the time when Gomer charged Barney with a citizen's arrest for making a u-turn right after Barney gave him a ticket for the same thing. Barney resigned from the force and locked himself in jail
Andy: What's the problem here?
Barney: This boob comes running behind me screaming Citizen's Arrrest!! Citizen's Arrest!!

I would have to say when Barney Made a U Turn
Despite his talent for comedy, it was always Don Knotts' dream to play a serious character (https://www.metv.com/stories/despite-his-talent-for-comedy-it-was-always-don-knotts-dream-to-play-a-serious-character)
