I have to disagree with you there. Cockroach was just playing with Rudy. It was all tongue and cheek. It wasn't to be taken seriously.

There were a lot of weird scenes between each sibling in this show. Why would the writers even think about Vanessa saying that to Theo? But, that was one of the dumber episodes of the whole show, in my opinion.

How bout this Weird moment? When Cliff wanted 16 year old Theo to take out his Friend 12 year old daughter and said look at her-"She's beautiful" and Theo then says-"Sorry All I see is 12"

He was just telling the truth, when you're 16 you don't look at a 12yr old that way. But when you hit 24 you will look at a 21 yr old that way.

I watched that scene, and really, it didn't seem that weird to me. Vanessa could have said something similar to her sisters, that Sondra or Denise looked good in something. She said it very innocently.

She did say it innocently but she still was not supposed to be checking out how her brother looks in shorts

Who said she had been "checking him out"? Can't you notice, that someone looks good in something, without being attracted to the person?

I think the difference is that females can tell another female how great they look in something. A female usually doesn't tell her sibling (a male) how great they look in shorts. NOW, had she said, "Theo have I told you lately how great you dress?" That would be different. Vanessa obviously wasn't checking out her brother, but it was HOW SHE SAID IT that made it weird.
