Heads:

It's winter in Bismarck North Dakota. The cops find out a killer is on the loose when one of the cops (Tony) finds the head of his cop friend (Doug) in his car. Its up to the police to find out who the killer is and stop him. The cops go after the killer (Geroge Hildon) however some of the cops are killed and ultimately the killer escapes. However the cops discover the killer has just been released from prison after serving 20 years for murder ( the Bismarck police made the arrest) and now George is getting his revenge by chopping off the heads of Bismarck police officers.
