I asked about it on the wkrp board and got a reply that it is sung by Jimmy Ellis.

I found a listing for JE at www.allmusic.com/ (http://www.allmusic.com/) but it doesn't say plus it seems JE does a little different type music.

I think the closing song includes the word "bartender" and it sounds a little like REO Speedwagon though it's probably not.

Another message on the wkrp board lists a site where you can listen to sound files including the closing theme which is by Tom Wells.
