Were they being 'abused', the rules, I mean? Sorry. I remember seeing threads about it...

They weren't really being abused. It just caused a lot of extra bandwith and load on the server and slowed everything else down. The avatars were made larger, so I think that was a fair trade off. There are also profile pictures and the photo galleries.
