it is not. Both SO and GAC are both VBulletin forums, that is why they look similar. GAC is a spinoff of another board though, ToonZone.

you might also notice that some members from SO go there like tvstarcollector is Dell Comics Fan there, and AP from here is ALK there and musicradio used to go there. There are a few others that go to both sites as well, but I forgot who else.
